Consolidate tutorial step labels and clarify Complete vs Skip

The steps of the tutorial are currently being shown in two locations; consolidate the functionality/UI of the step related labels into one area at the top left of the instruction window.

Additionally there isn't much clarity around what's the difference between clicking "complete" or "Skip". Functionally they will both bring you to the next step, so why keep both — it needs to be clear why if there is a reason, otherwise remove the dedicated label and use simple < arrow near to the step counter to allow users to go backward, and users will simply use the "complete" button to move forward.
