Consolidate tutorial step labels and clarify Complete vs Skip

The steps of the tutorial are currently being shown in two locations; consolidate the functionality/UI of the step related labels into one area at the top left of the instruction window. Additionally there isn't much clarity around what's the difference between clicking "complete" or "Skip". Functionally they will both bring you to the next step, so why keep both — it needs to be clear why if there is a reason, otherwise remove the dedicated label and use simple < arrow near to the step counter to allow users to go backward, and users will simply use the "complete" button to move forward.

Output cursor hidden behind popup window

Output's cursor is hidden by window When there is a popup, and Output needs to show something in that new window, it points to the seemingly correct location, but the location is obscured by the window with the settings itself. The cursor should always be the “first layer” in the foreground so it doesn’t get hidden by the modals themselves.

Allow resizing the instructions window

The instructions area is often too small for the written text presented. The scroll bar only partly solves the issue, while simultaneously making the issue worse by taking up precious real estate in that window. Allow the user to drag the bottom edge of the instructions window to give more room without forcing the user to scroll.

Make the tutorial window draggable

Ability to move the tutorial window Allow moving the tutorial window by clicking and dragging on anything in that window that isn't a button. Currently it appears the window must be minimized first before it can be moved, which shouldn't be necessary.
